Comisionado Residente Pablo José Hernández Rivera Denuncia la Traición del Gobierno de Puerto Rico a Comunidades Inmigrantes
WASHINGTON, D.C. – En un contundente discurso hoy desde el hemiciclo de la Cámara de Representantes, el Comisionado Residente Pablo José Hernández Rivera denunció lo que calificó como “tres golpes de traición” contra las comunidades inmigrantes de Puerto Rico, señalando acciones recientes del gobierno local que violan derechos civiles y destruyen la confianza pública.
Haciendo referencia al tradicional plato dominicano conocido como “los tres golpes”, Hernández Rivera utilizó la imagen para ilustrar la gravedad de lo ocurrido. “Lastima el corazón,” dijo. “Pero no tanto como los tres golpes que ha recibido nuestra comunidad inmigrante de manos de su propio gobierno.”
Enumeró tres eventos ocurridos en enero:
Una promesa de la Gobernadora de que ICE no realizaría redadas en la isla.
- Una redada pocos días después, que detuvo incluso a inmigrantes documentados.
- La revelación de que el Departamento de Transportación y Obras Públicas compartió datos personales con agencias migratorias federales.
“Voy a ser claro”, dijo Hernández Rivera. “Todos queremos que los inmigrantes estén con sus papeles al día. Todos queremos que quien viole la ley enfrente consecuencias. Pero nadie puede defender que un Gobierno engañe a su comunidad más vulnerable. Nadie puede defender que el Gobierno les pida información personal para darles una licencia de conducir y que luego entregue la misma al gobierno federal para que los investiguen y los deporten”.
El Comisionado Residente enfatizó el impacto devastador que esto tiene en las vidas de los inmigrantes: “Estamos hablando de seres humanos. Estamos hablando de niños que podrían perder a sus padres. Estamos hablando de ancianos que podrían perder a sus hijos cuidadores”.
Desmintió el argumento de que el gobierno debía cooperar para no perder fondos federales, señalando precedentes legales de 20 estados que se han opuesto a presiones similares del gobierno federal. “¿Y el gobierno de Puerto Rico? Cobarde”.
Hernández Rivera cerró con un llamado a la conciencia: “La historia no tendrá misericordia. Este gobierno traicionó a dominicanos, haitianos, venezolanos y a tantos otros inmigrantes para complacer a Donald Trump. Como me dijo un amigo: les dieron tres golpes y los tiraron a mondongo”.

Resident Commissioner Pablo José Hernández Denounces Puerto Rico Government’s Betrayal of Immigrant Communities
WASHINGTON, D.C. – In a powerful floor speech today, Resident Commissioner Pablo José Hernández condemned what he described as “three blows of betrayal” against Puerto Rico’s immigrant communities, highlighting recent actions by the local government that he said violated civil rights and community trust.
Referencing a Dominican dish known as "los tres golpes," (“the three blows”) Hernández used the image to underscore the gravity of the situation. “It breaks the heart,” he said. “But not as much as the three blows our immigrant community has suffered at the hands of our own government.”
He outlined three events in January:
- A promise from the Governor that ICE raids would not occur in Puerto Rico.
- A raid that followed days later, detaining documented immigrants.
- A revelation that the Department of Transportation and Public Works had shared immigrants’ personal data with federal immigration authorities.
“Let me be clear,” he said. “We all want immigrants to have their paperwork in order. We all want those who break the law to face consequences. But no one can defend a government deceiving its most vulnerable community. No one can defend a government asking for personal information to issue a driver’s license and then handling it over to the federal government so they can be investigated and deported.”
The Resident Commissioner emphasized the devastating impact this has on the lives of immigrants: “We are talking about human beings. We are talking about children who could lose their parents. We are talking about the elderly people who could lose the children who care for them.”
He dismissed the claim that the Puerto Rico government must cooperate with federal immigration enforcement to protect funding, pointing to legal precedent from 20 states that have challenged similar federal overreach. “And Puerto Rico? Coward,” he said.
Hernández concluded with a call to conscience: “History will show that this government betrayed Dominicans, Haitians, Venezuelans, and so many others to appease Donald Trump. As a friend told me—‘they gave them three blows and threw them into the mondongo.’”
