FY27 Community Project Funding Requests

Under guidelines issued by the House Appropriations Committee, each Member may request funds for up to 20 projects in their community for Fiscal Year 2027. Projects are restricted to a limited number of federal funding streams, and only state and local governments and eligible non-profit entities are permitted to receive funding. Resident Commissioner Pablo José Hernández has submitted funding requests for important community projects in Puerto Rico to the House Appropriations Committee.

In compliance with House Rules and Committee requirements, the Resident Commissioner has certified that he and his immediate family have no financial interest in any of the projects that he has requested. A request submitted by the Resident Commissioner to the Committee does NOT guarantee the project will be funded. Title:  Puerto Rico National Guard Field Maintenance Shop

Proposed Recipient: Puerto Rico National Guard

Address: Borinqueneer St Bldg 552 Ft. Buchanan, PR 00936

Requested Amount: $63 million

Explanation of Request: This project would modernize the Puerto Rico National Guard’s maintenance shop by upgrading facilities and integrating new technologies to meet current and evolving U.S. Army requirements. This would include improvements to existing structures and maintenance systems to support more efficient repair and servicing of equipment.

Explanation of Request: The project is an appropriate use of taxpayer funds because it will improve public safety and operational readiness by providing equipment that supports criminal justice and law enforcement functions.

Title: Western Puerto Rico Maritime Security and Coastal Protection Program

Proposed Recipient: Municipality of Mayagüez

Requested Amount: $1.5 million

Explanation of Request: This project would support the Municipality of Mayagüez in acquiring new maritime patrol vessels to strengthen coastal security operations. The vessels would be used for patrol, surveillance, and response activities, improving the municipality’s ability to enforce maritime laws and respond to incidents along its coastline.

Requested Amount: $1.94 million

Explanation of Request: The project would support the Hormigueros Landfill Recovery and Expansion Project to restore operational capacity and extend the service life of the municipality’s landfill.

Title:  Adjuntas Agricultural Hub

Proposed Recipient: Municipality of Adjuntas

Requested Amount: $2 million

Explanation of Request: The project would support the development of the Adjuntas Agricultural Hub through the renovation of a municipal building into a publicly accessible rural service center. The hub will provide training, technical assistance, and shared infrastructure to support farmers, strengthen local food production, and promote agricultural innovation in Puerto Rico’s central mountain region.
