Puerto Rico entrepreneurs and small-business owners can access federal loans, disaster relief, technical assistance, and contracting opportunities through the U.S. Small Business Administration (SBA) and local partner organizations on the island.


Small Business Administration (SBA) Loans

SBA-backed loans help small businesses start, grow, or recover after setbacks. Programs include:

  • 7(a) Loans for working capital and expansion

  • 504 Loans for major fixed assets like buildings or equipment

  • Microloans for startups and very small firms

  • Disaster Loans for physical damage or economic losses after hurricanes or other emergencies

How to apply: Apply online through SBA’s loan portal or work with an SBA-approved lender in Puerto Rico.

Business Counseling & Technical Assistance

In addition to financing, entrepreneurs in Puerto Rico can receive free or low-cost business advising, workshops, and help preparing loan applications through SBA-supported partners.

Puerto Rico Small Business Development Center (PR-SBDC) provides confidential one-on-one counseling, business-plan development, and financial projections.

SCORE Puerto Rico provides free coaching to startups and established businesses.

How to apply: Request a mentor or register for workshops at score.org


Economic Development & Grant Opportunities

Puerto Rico businesses may also qualify for planning grants, workforce-development funds, and infrastructure-related programs through federal economic-development agencies.

Economic Development Administration (EDA) supports business growth and job creation through grants to local governments, nonprofits, and regional partnerships that benefit private enterprises.

United States Department of Agriculture Rural Development (USDA-RD) provides loans and grants for rural small businesses, manufacturers, and entrepreneurs across Puerto Rico.
